Resource Tooltips - Adds the amount of owned resources to the tooltip

This mod adds the number of currently owned resources to the tooltip when hovering either over the resource icon, or over the plot tile containing the resource.

The tooltip for the resource icon shows only a single number, which is the amount of resources currently available to you. It includes imported and exported resources, so it's the total amount of that type.
The tooltip for the plot tiles also includes this number, but additionally displays the amount of imported ("Im") and exported...

Yes, the total number available accounts for both importing and exporting.
In the plot tooltip you'll also see the number of IMported and EXported resources in parantheses behind the total number, whereas on the resource icon tooltip you'll only see the total number.

Now also in the diplomatic view

I've added the tooltip to the diplomatic screen as well (see the screenshots). No more guessing which of these luxuries you might need or are already are importing from someone else.
