Do civilizations continue to have access to a strategic resource if your units are controlling the square?
My Greek civ is on a medium-sized continent alone with the Indians. Unfortunately, the island has no copper, and the Indians control both iron deposits. Hoping to wipe him out quick, I attack early with horse archers, and capture both iron deposits. One is under a city I now control, and the other is guarded by a fort. I take the fort quickly, moving a healer onto for use as a staging area.
Much to my surprise, the Indians continue to build spearmen despite my having taken away all his iron. I had previously scouted the area before it was inhabited, and I know for a fact that those are the only two iron deposits in this corner of the map. Do I have to pillage the iron to stop him? Is there a way for me to pillage the road without destroying the fort (which protects my my wounded units)?
