Resources can't be assigned Xbox series x

I couldn't assign resources. Happens all the time. I tired closing and opening resources window about 6-7 times and it finally worked. Same turn no changes. It's definitely a bug.

The buggiest part of the game is the resource screen. Theres a thing where you can't assign resources if your capitol is full. You have to unassign a resource from the capitol first, then load the last resource into the capitol last.

The problem gets worse in the modern age. Factory resources have to be loaded from the bottom up in order for them to load into the city.
