Resources (Coal)

First time poster! What is up with coal as a resource? I have played three games now (in a row) where there is only one coal resource on the entire planet. I though maybe they were hiding on me under other cities or something, but no, only one source of coal on the entire planet! I even used the (Ctrl+Shift+M) key to reveal all the terrain just to make sure that there was no coal anywhere else and there was not! Also, no other coal deposits turn up later on. This seems to only happen when I play the Russians. Bug?
 
Not a bug for the Russians, for I am playing Russia now and currently have 3 coal (all of which appeared in previously conquered territory.) In fact I got so lucky, I even built the Iron works, which brought a tear to my eye.

But what I was going to add was that I figured-- Great! I have a few to spare even. I'll trade... hmmm. Seems my monopoly on wines allows me to make more money from it than from coal. I don't believe in compromise. Either they all pay a flat, resonable rate for my goods or they can do without. (I make exceptions within the Socialist camp, however.)

SO, the question I ask is-- does the AI pay more for luxury items than strategic? discuss...
 
there should always be 1 of each strategic resource per civ, i thought... so unless you're playing a 1 player game, there should be at least one, heh...

are you sure it's not just hidden under mines or somewhere really obscure? i've had coal on 2-square little islands in the middle of the ocean...
