Ressource doesn't move in other city?

I have a question,

Why ressource doesn't move in other city? What i mean is, for example, if i have horse in city radius A why city B can't build horse? The city A can build horse... If i want city B to build horse i need horse in radius?

Yes, that is as designed. You could capture a wild horse and settle it in city B or adopt Tengriism and build it's special building. Either will then let you build horse units in city B.
