Resurrecting dead civs causes bugs...

You can see here I liberated Berlin from Kongo - the game says I have 7 capitals but Germany still has its original capital - this is the capital it "gained" when it was resurrected

Also because Barbarossa was at war with me when I conquered Germany in the early game, he was in a perpetual state of war with me, although I couldn't attack him without re-declaring the war. Even after a peace deal the perpetual war was ongoing.

BTW even if it did work as intended, it wasn't worth it. The guy was an ******* as soon as he was brought back. Liberating city states is equally unrewarding.
 
This is not a bug. The German capital in VI - is Aachen, not Berlin.
 
I control Aachen, but the game says Germany still has its original capital (Germany only has one city - Berlin, which as you say isn't its capital).

Basically for the purposes of a domination victory if you ressurrect a civ, that civ counts as a new civ with whatever city it was ressurected in as its capital. I had to conquer Berlin to win the game.

That's to say nothing about the glitchy permanent state of war.
