Retainers policy

    I have the retainers policy active and it says +1 amenity for cities with a garrisoned unit. I wasnt sure how I garrisoned a unit and all I could find said I need to put a unit on a hex housing a district so I did this and set it to 'fortify' but I see no extra point for amenities in it so am I doing this wrong?

    Pretty sure it should only apply if you garrison the unit in the city center. Fortifying in any other district should not provide any amenities.

    This is correct. Needs to be in the City Center.

    Yup looks like you are right. Could have sworn I had already tried that and it didnt work which is why I googled it and then asked the question.

    Wonder if it works if you garrison both.
