RFC Cities + Vanilla

You should really get BtS. It's worth the 7$ it costs on amazon. I'm sure you can go without that ice cream. It's DEFINITELY worth it, for the mods, if nothing else.

There is an option to turn espionage off...

The method for doing it in vanilla may be the same as for BtS. The only way to know for sure is to try it (unless somebody who has tried volunteers the information). It won't work if it uses an event or callback that did not exist in vanilla, or some property of some object that was not exported to python in vanilla - other than that, it probably ought to work.
