Hello, Sir!
I would like and idea to put this, as I would love to terrorize Rhye's world as the Aryans, Sea Peoples (especially), Hittites, Huns, Goths, Terrorists, etc. May I please have a response from Rhye?

The Hittites actually had a decent civilization before it was wiped out by the Sea Peoples. (I know because I was in Turkey and the museums there were quite informative--the stone artifacts are great). I always thought RFC didn't do Hattusas a favor by having it be razed by the Phoenicians shortly after it was founded.

Probably because people from Poland would be mad that they don't have a civ but terrorists would? LOL

Terrorists?
Which cities would they have?

I was thinking the Terrorists wouldn't have cities, but they could instead buy units from the Arabs and use them to crush the Western World. Actually, that's what I wanted for most of the listed civilizations (although each one, including the Terrorists, could capture cities and build an empire from there).

Terrorists purchasing units from Arabs...? Kind of offensive to arabians, and though it is a good idea to have certain states finance terrorism as long as the terrorists don't attack them, I think any state should be able to (maybe civics could a limiter?)

...should be like all other great people that can be added to a city (with greatly enhanced destructive spy capabilities but a penalty for happiness or production, of course). They might even build "corporations" like al Kaeda and the Assassins. Maybe even give certain civilizations a propensity for them (don't want to be offensive though) and others who attract them (e.g. who have Democracy) or repel them (Police states/Theocracy). Certain wonders may even be "protective" against terrorists (e.g. Statue of Liberty).
Civilizations that have too many great terrorists should have a negative penalty with other civs and even barred from attending conferences or the UN (ever see a nation not being a "full member" of the UN or Apostolic Palace?)

Terrorists exist everywhere in the world, not just in the Middle East, Swein. They each have their own interests, not just the Western world. Also, unlike the other groups you mentioned, they are not, as a group, culturally related (think IRA, Al-Qaeda, and the Tamil Tigers), and therefore cannot even be thought of as proto-civs, like the others named.

I think it would be great to be able to play as barbarians with no cities. They should represent a nomadic civilization. The most suitable candidates in my opinion are the Huns, Goths and Vandals that terrorized Rome.
The historical goal for the barbarians could be: sack N number of the Roman cities by say 300 AD, sack Rome by 453 AD.

I am not sure though where they should get their units from. One possible way would be to give them units at certain intervals of time. For example, Goths have their swordsmen running around plundering Roman border towns and tile improvements before 300 AD. Then we have a scripted event which says that your tribe has been included into the Huns tribal alliance and you receive some horse archers.

Or another possible solutions could be to give them a unit which acts as a city and moves with them. This city (which is a camp as a matter of camp) will be capable of producing a certain type of units depending on the period of history. Barbarians cannot build settlers (thus no other cities).

@ RandomDude, yeah those are some good ideas. Another way they could get units (assuming they don't maintain cities) could be like a religion type deal. Say all barbaric type units could build camps (at an extremely slow rate...meaning you should need like mabey 3-5 barbs to build camps at a better speed). If there are enough camps/barbs near a city, the barbarian/terrorist culture goes up in that city (similar to how stability works now). If there is enough barb culture to get at least a 25% barbarian culture rating in that city, then you might get one weak unit per turn. I'm too tired to seriously think this whole idea out but you get the picture. Perhaps barbs would have to plunder farms for food, or steal it from cities (like a spy). Also, like someone else said...there could be certain barbarian groups (corporations) that could influence civs to give them supplies. Democracy could possibly stop all forms of corporations/religions spreading to that nation.

Another cool idea would be to lead the Exodus as Moses and then settle in Israel. YEAH!
