RIP Meritocracy

    I'll admit it was probably too good, but considering we can't steal Inspirations the way we stead Eurekas, the loss of this policy is really, really going to set me back. If anyone has any tips on how I can offset the loss of ~30 culture per turn, I'm all ears.
