    Cherokee invade 5 neutral provinces

    4-1. +1 XP

    Pacifica invades 17 provinces

    14-3. +3 XP.

    Bermuda invade 4 provinces

    4-0. +1 XP.

    Mandate invades 3 provinces

    3-0. +1 XP.

New York City invades 4 provinces

    4-0. +1 XP.

    Cherokee-Frontier War

Cherokee invade with 60 Armies and 50 Air Wings

TNF defends with 33 Armies (plus 32 Conscripts) and 33 (plus 34 Conscripts) Air Wings

Wannabe Hitler’s voice booms over radios all across the New Frontier’s territory, competing with air raid sirens and panicked orders as the state responds to an invasion from the Cherokee.

The first phase of the battle defies expectations: the Frontier Air Force destroys 13 Cherokee air wings while losing only 5 of its own. The New Frontier emerges with slight air superiority, though the question remains if it will be enough to make a difference on the ground.

The Cherokee army is not only large, but is also extremely well-trained after years of campaigns across the Plains. The New Frontier technically outnumbers the Cherokee, but with many of them being poorly trained and freshly recruited, it’s little comfort.

As the first shots are fired, it becomes apparent that even with the advantage of air power, the battle will go down to the last man.

The New Frontier manages to hang on despite all odds. The Cherokee lose 11 units, while the New Frontier loses 8.

All across the New Frontier, the repulsion of the Cherokee offensive is celebrated with much fanfare. Within the Cherokee homeland, unscrupulous opposition politicians use it to score political points against the current government. But in spite of how caught up people on both sides of the border are, there’s one fact that remains: the New Frontier, completely surrounded by the Cherokee and with trade reduced to a trickle of smuggling, cannot hope to hold on forever.

    Net Results:

Cherokee: -11 Armies, -13 Air Wings, +12 Land XP, +10 Air XP

TNF: -8 Armies, -5 Air Wings, +13 Land XP, +13 Air XP

TNF placed under blockade (-50% to trade), in addition to complete encirclement (-25% to trade).

    Keetowah War

Talks break down between the Keetowah and the Washington-Chicago alliance. Tensions flare, and Coalition forces soon roll into the disputed territories, followed by the Keetowah homeland. At the same time, Georgia launches a surprise assault from the rear, augmenting the Coalition hordes with its incredible air power.

Keetowah defend with 90 armies (plus 30 Conscripts) and 90 air wings (plus 38 Conscripts)

Georgia invades with 98 armies and 98 air wings

Chicago invades with 96 armies and 67 air wings

Washington invades with 150 armies and 30 air wings

In the air, the Keetowah are beaten badly, with Georgians using skill picked up from the Pacific theater to great effect against the novice Keetowah pilots. There is no mistake to be made: the Coalition rules the skies.

The Keetowah destroy 15 air wings, while the Coalition destroys 36 air wings.

With air supremacy established, the Coalition pushes forward on land.

In the resulting blitzkrieg, despite a marginal skill advantage, the Keetowah are simply overwhelmed. Any benefits their defensive position gives them is nullified by Georgian air strikes and the simple fact they’re being zerged. The Keetowah lose 76 units, while the Coalition lose 10. More critically, the Keetowah lose 165 provinces, almost four-fifths of their territory.

    Net results:

Washington: +61 provinces, -3 air wings, -5 Armies, +30 Land XP, 6 Air XP

Georgia: +41 provinces, -6 air wings, -3 Armies +20 Land XP, 20 Air XP

Chicago: +41 provinces, -6 air wings, -2 Armies, +19 Land XP, 13 Air XP

Keetowah: -143 provinces, -76 Armies, -36 air wings, +24 land XP, +26 air XP

    Navajo-Republican War

Navajo defend with 101 Armies (plus 20 Conscripts) and 90 Air Wings (plus 20 Conscripts)

AR invades with 97 Armies and 81 Air Wings

The American Republic launches an attack in a hopeful bid to reclaim its lost territories and force the Navajo to the negotiation table.

The American Republic emerges victorious in the air battle, but is a Pyrrhic victory. The Republic destroys 12 Navajo planes while losing 17 of its own.

Despite grim odds, the American Republic manages to score a victory on land as well! The AR destroys 15 Navajo units while losing 17 of its own.

The Republic celebrates a great victory, recapturing all of its lost 34 provinces, as well as spilling over the Navajo border and taking 14 more.

    Net Result:

AR: -17 armies, -17 air wings, +20 Army XP, +16 Air XP, +48 provinces

Navajo: -15 Armies, -12 Air Wings, +24 Army XP, +22 Air XP, -48 provinces

    Canadian Confederation

Quebec, Sparta, and Alberta have agreed to trade liberalization and cultural exchange between their nations. (+3)

    Cherokee Renaissance

The Cherokee are the artists, and a disunited America is their canvas. (+5)

    Francophonic Unity

The President (also the Prime Minister) of France has signed an Act of Parliament proclaiming friendship with the Quebecois people, while also creating several cultural exchange programs, such as reserving several foreign exchange student slots for Quebecois students. At the same time, restrictions on imports from Quebec have been relaxed, with the President expressing interest in free trade with Quebec.

Quebec, on its end, has gained enormous press coverage for being the first post-Plague state to work towards cultural integration with Europe. (+3)

    Dissolution of Carson

After several years of peaceful rule by an independent regime, Pacifica has annexed Carson through a latest and final act of its Congress.

Of Carson’s 5 provinces, 2 have transitioned to Pacifican rule with no objections. The other 3 have seen mild resistance, and they will need to have occupying forces until opposition dies down.

    Pacifica Renewed

With the end of the war, regime change, and mass spending on new territories, Pacifica has resurged as a major power, more than doubling its economic power. (+2)

    Cinematic Battles

The AFS and Mandate have both published long lists of works that serve to glorify their forces’ role in the War as well as served as propaganda pieces against each other (+3). Quebecois press had a field day detailing the differences between the two regimes (+2).

    Quest for the Old World

The Mandate has made waves attempting to spread its political and religious influences through Europe and Africa, though it has received a lukewarm reception. (+2) The Cherokee have made their presence known in the region, having embargoed France and threatening to use economic sanctions against anyone who gets too close to the Mandate (+1), as well as guaranteeing the independence of several states. Quebec has likewise issued a statement against European intervention in American affairs (+1).

    Royal Wedding

Bermuda’s royal wedding proceeded without much issue, other than a heart attack and retirement on the part of the Archbishop. The world has welcomed the newlywed royal couple, and the Bermudan state remains a beacon of peace and diplomacy for many Americans despite its different style of government. (+5)

    Bermudan Prominence

Other than the highly-televised royal wedding, the Bermudan Royal House has seen further widespread press as the result of Alberta’s controversial decision to depose the English monarch in favor of the Bermudan Emperor. (+2)

    Holy Macaronesia

Bermuda, NYC and the Mandate have kept the peace between their various power blocs through diplomatic partition of the Macaronesian islands (+1).

    Peaceful Resolution

Tennessee and the Keetowah, as well as Bermuda and Quebec, have resolved their border issues peacefully. (+1)

    No Man is an Island

The Keetowah have paid the price for isolationism, having been invaded by three major powers, supposedly over a border dispute. Nonetheless, the Keetowah have a great deal of sympathy (+3), whereas Washington (-4), Chicago (-4), and Georgia (-5) do not.

    AMAID

With the gradual shift of the AMF towards being a proxy of UCA, an alternative financial organization has been established. AMAID, engineered and effectively chaired by Bermuda, pulls together rich and poor economies for collaboration in infrastructure development. (+1 for each other member state)

    UCA

The West has been formally unified under a powerful defensive alliance led by the Cherokee and Duluth. The Navajo-Republican War remains a dark spot on its ability to project power, but many analysts are excited to see where the organization goes, expecting it could lay the foundation for a reunified United States.

A Man We Can Get Behind

Despite some reservations about the turbulent times his administration has been through, President Harper remains overall well-liked in the American Republic and much of the former United States. (+5)

    Glorious Bermuda

The monarchy remains a symbol of stability in a chaotic world. (+5)

    Syndicalist Propaganda

Syndicalist-oriented programming is darn hard to block. Annoyingly catchy syndie music is all the rage in the Northeast. (+5)

    Glorious NYC

New York’s status as a powerful, democratic thalassocracy with a respected, capable leader makes it a beacon of admiration for many. (+5)

    Tactics

Having sharp minds at the helm of one’s military is always a boon to one’s capability.

+2 Army XP for Los Salvadores

    +2 Air XP for Cherokee

    +2 Navy XP for NYC

    Instability

The shift from corporate rule to foreign invasion to a capitalist republic to a socialist republic has caused serious upheaval in Lenape. While the military has largely backed the state, defections and mass emigration have resulted. (-10 Armies, -5 Navies, -5 Air Wings, -38 Infra; NYC and Washington +19 Infra, NYC +5 Armies and +5 Air Wings, Washington +5 Armies and +5 Navies).

    The Mandate’s Chokehold

Dozens of Mandate fleets patrolled the Strait of Gibraltar in a show of force, demonstrating the Mandate’s ability to control who can access the valuable trade route between the Atlantic and Mediterranean. (+2)

    I Recant

Several high profile Iccans have gone apostate within the Cherokee territories. The result has been a huge PR boon for those questioning the compatibility of the Iccan belief system with the Cherokee socioeconomic structure. (+3)

    Hell No, We Won’t Go

The continuing Navajo-AR conflict has sparked protests in both nations. They are currently small, but strategic analysts anticipate that the anti-war movements will grow without a resolution. With the protests has come a small loss of productivity. (-1 Infra)

Turn VIII: A Smaller World (Fall 2063)

    Map

    Stats

It is a Winter turn. Campaigns in affected areas will encounter issues accordingly.

New conflicts have arisen fresh from the ashes of the old. The formation of the United Council of the Americas has brought peace to most of the West, with Georgia and Sparta pulling back their forces and the American Republic allying with its former foes, but with talks between the Navajo and Republic breaking down, the war continues to rage. The Republic has pulled off a major strategic victory against all odds, reversing the Navajo’s gains and beginning a push into Navajo territory. It remains to be seen what will become of the last front in the Pacific War, but the War is seen as the first test of UCA’s functionality as an organization.

Further East, the inevitable invasion of The New Frontier by the Cherokee has proceeded. Much like the American Republic, TNF defied odds by repelling the Cherokee invasion, but with most of its trade cut, it is expected it will last a year at most, only now having the security of Winter preventing a Cherokee offensive.

Cherokee-Mandate tensions have mounted in light of the Mandate’s expansion into Europe, with the Mandate growing closer to the French sphere as the Cherokee have moved to ensure the sovereignty of Spain, England and the Maghreb are not threatened.

While New York City has made moves to rebuild its status as an economic power, engaging in large land purchases and infrastructure development, the other members of the Northern Coalition have instead put their engorged armies to work once more. The Keetowah have paid the price for isolationism, having been efficiently dismembered by a cobelligerent alliance of Washington, the Meiguo Dynasty, and Georgia. Many ponder the final outcome of the conflict (particularly if there will be any Internationale or UCA intervention), but with the coming of Winter, it is expected few are in the mood to mount a campaign against Washington or Chicago.

In spite of continuing warfare, however, there are signs of growing unity, with international organizations unifying the various regions of the former United States and Canada. The masses are ever more openly discussing the possibility that reunification may be right around the corner.

    Announcements:

Ontario has been NPCed due to two turns’ inactivity from Bair.

Lenape will be NPCed next turn without any input from KaiserElectric.

It is now possible to redirect espionage investments between countries. This must be done in intervals of 10, and to represent the loss of local connections, the new location will have 9 espionage invested. This can be done with your starting spies in your home territory as well; everyone started with 500.

The newly-created “dues” column automatically subtracts how much money you are donating to AMF/AMAID this turn, if applicable.

I'd say 5 days (plus several hours) until lock unless there's a burning need to extend the deadline.

The Bermudian Commonwealth* has reached an agreement with its newest member the Kingdom of Alberta who will join the Commonwealth free trade zone and open borders agreement but has chosen to remain outside the Bermudian monetary union, retaining the Albertan dollar as their currency.

The member states of the Bermudian Commonwealth* and the Republic of Ireland have signed a free trade agreement to boost transatlantic trade, aswell as a visa waiver program which will allow Commonwealth citizens to stay in Ireland for up to 90 days without obtaining a visa and vice versa.

The Cherokee Nation and Duluth-Superior, having great trust in the abilities of the other to protect the rights, privileges, and freedoms of each other's citizens; and, having such close relations that our border is more of a formality than a barrier, have agreed to the following exchange of territory so that the cartographers of the world may do their work without their eyes bursting into flames:

The AMAID nations, which include all six members of SEATO and the Washington Heirs, can announce that we will be working closely with the Cherokee Nation on one of post-plague America's largest infrastructure projects. Money will be invested in maintaining, reconstructing and generally fixing up existing railroad in each of our nations that have gone out of use since the plague aswell as building a new line between El Paso and Oklahoma City, to eventually connect El Paso with Washington DC by rail and along the way the southern Cherokee Nation, Louisiana, Georgia, Florida, the Carolinas and Washington Virginia. This will bind our cities closer together while boosting trade and the overall economy in the region.

    To Louisiana and Los Salvadoras
    From the Divine Mandate

We will apologies that the whole Trans-America project has proved a... difficulty, with the unease in the AR and the boundary that be the Cherokee. We are glade SEATO seems to be commissioning a project in such scale and we wish henceforth to ensure our commodity in this by making ourselves the bridge between Los Salvadoras and Louisiana. We are desiring to commission a sum to a project to link both Louisiana and Los Salvadoras through us. If you both agree we can help ensure Los Salvadoras is linked to the eastern sea and overall improve the trade networks between us three. Do you heed?

    Spartan Dictatorship Falls; Constitution Revised

With the recent execution of deposed King Agis V, who was convicted of high treason for involving Sparta in a disastrous war for personal gain, King Leonidas III publicly put forth a new Constitution for approval by Sparta’s citizenry for the first time in decades. The Constitution was not unilaterally proposed by the King, however, having been agreed to by both the Elder Council and the Ephors.

While Agis’s heir (as co-King) technically could have blocked Leonidas’ decision, the deceased joint King’s family were nowhere to be found, presumably under house arrest until the ceremonies concluded.

The new Constitution revises the traditional Spartan Constitution the state follows, a Constitution which has been weakened by years of de facto military dictatorship.

    Executive Branch:

The two King system of old is to be replaced with the more conventional single King, to be of the Agiad dynasty, as King Leonidas is of. The King is to serve as commander-in-chief of the Armed Forces and represent the state at all formal functions, but is to have no civilian roles. The King of the Spartans derives his authority from the people, and his accession is to be confirmed by the Legislature or by plebiscite, depending on the Legislature’s decision. Any and all heirs must have served as military officers to be eligible for succession.

Most of the affairs of government shall rest with the Ephors. Traditionally, five Ephors were elected by all Spartan citizens for a one-year term and were ineligible for re-election, although their short term in practice worked to make their role symbolic and subordinate to military officials. Under the new Constitution, 11 Ephors are elected to five year terms, with the seats apportioned based on nationwide preference voting; the 11 most popular candidates are elected. The Ephors apportion government responsibilities among themselves, but may appoint additional Cabinet posts as needed. The Ephors are free to appoint and remove a Chancellor to direct government business by majority vote.

    Legislative Branch:

Historically, Sparta has not technically had a legislative branch. Instead, 28 elders over the age of 60 were elected for life, and served as a 30-person council alongside the two Kings. This Council debated legislation and put it before the citizenry for a “yes” or “no” vote. Between democratic fatigue and secret police coercion, the Council and the Kings have effectively rigged all elections and votes, as well as making sure most elected officials are also military officers.

The new Constitution creates a separate Legislative Branch composed of 50 Councilors, each serving five year terms. Half are elected by districts of equal population, while the other half are elected by nationwide popular vote. Councilors are chosen in open primaries, and then elected by party list in the general election.

The Council can impeach and remove all federal officials with a two-thirds majority (at which point a special election must be called to replace them if they were elected, unless there is less than one year until Election Day), but does not legally control most appointments. The Council does, however, control all taxation, budget apportionments, and laws. The Council may at its discretion forward laws to the citizens for a vote, but these referenda are not legally binding unless voter turnout is over half.

    Judicial Branch:

Historically, the Elder Council also served as the Supreme Court of Sparta, able to try any Spartan, including the Kings.

The newly-created Supreme Court of 11 Elders is directly elected by the people for life. The age requirement has been replaced with a requirement of 20 years’ service in law, ensuring that only judges, lawyers, and politicians with a wealth of experience in the legal field can serve. The Supreme Court’s role in criminal and civil law has been relegated to lower courts, and it is to rule only on cases with a constitutional question. This in mind, judicial review is enshrined in the Constitution, and the Court may overrule any executive, legislative, judicial, or popular decision; its decisions may only be overruled through amendments or later decisions.

    Rights:

The new constitution grants (and restricts) citizenship and suffrage to any and all who have completed military training, requiring it be compulsory for all able-bodied adults over the age of 18. The “Spartan oddity” of women being free to speak their minds but being deprived of political rights has been partly fixed from this provision; military roles are to avoid being gendered, and women are to be free to try for any and all military positions. People who are certified as disabled may still receive suffrage in exchange for other military service, with the understanding that no military can operate optimally without a robust support network behind it. Citizens who are eventually discharged for medical reasons retain the benefits of citizenship for life.

All citizens, as part of their contract with the state, are entitled to free food, housing, education, and medical care. Their (and permanent residents’) children shall likewise be entitled to the same until they come of age and can become productive citizens themselves. State subsidies are to be tailored to provide for health and productivity above all, with an interest in restricting indulgence to the fruits of individual labor.

All citizens are entitled to a state-funded attorney of their choosing in the event of a criminal trial, and are to be safe in their persons and possessions unless an officer has a warrant for arrest, search or seizure.

Prejudicial actions against fellow citizens in employment or provision of services are henceforth illegal in any and all forms.

The rights to free speech, free religious practice, a free press, and free assembly are to not be infringed barring a court ruling that an individual or group's action is disruptive to the public health and/or safety.

The state is to provide for easy access (and funding thereof) to the polls for all citizens regardless of location, with all elections and redistricting to be overseen by nonpartisan commissions chosen locally and verified by an independent, nationally-elected commission.

    Social Changes:

The new Constitution does away with requirements that soldiers be required to sleep in their barracks until age 30 or provide their own food, thus allowing the citizenry to move away from agriculture and to spend more time with their families. Spartans of all stripes are now free to pursue private enterprise, with continued expectation of regular military training and with an understanding that all resources may be collected by the state for the purpose of national defense.

We welcome the new government! Pacifica believes that we can overcome our past differences, and let bygones be bygones. The fact that your country has abandoned the brutal tyrannical despotism of old, and embraced democracy. We would like to extend a declaration of friendship between our two nations (and Alberta, as well), as a sign of letting the past behind us - and walking towards the bold new future.

Sparta welcomes friendship and peace with the Cherokee, Mandate, Pacifica and Alberta.

Sparta has inked a Non-Aggression Pact with Alberta (this time for real), and is interested in Non-Aggression Pacts with both Quebec and Pacifica.

    Paris-Lafayette Treaty of Friendship

Louisiana President Bob Jackson and French President Acel Blanc have signed a formal treaty of friendship between the French Republic and Louisiana, allowing free trade between the two states. Visa exemptions and eventual freedom of movement were stated as being eventual end goals of both governments. In the meantime, non-aggression pacts have reaffirmed the friendship between the two powers.

France has gained a mixed reputation throughout Europe and the Americas both for its domineering position in Europe as well as its diplomatic relationships with Louisiana, Quebec, and - most controversially - the Mandate. The possibility of closeness between Paris and Texas has prompted the Cherokee to bar French goods from entering its territory; France has since responded in kind, but Navarre and Scotland maintain trade with the Cherokee, likely as part of a French effort to avoid escalating tensions and a trade war.

Louisiana is the third largest economy in the former United States and Canada, and a combination of relaxed regulations and enormous government investments in infrastructure and industry have earned it the title of most developed economy in aggregate terms, but the Cherokee and New York City are not far behind. In foreign politics, Louisiana is a founding member of SEATO, having worked to bring Los Salvadores into the alliance, while also maintaining an alliance with the Mandate and fostering commercial relationships with powerful economies like the Cherokee Nation and New York City.

The member states of SEATO can announce that New York City and the Washington Heirs have become the two newest members of our defense alliance. Alongside this, the SEATO Council of Members has officially adopted a doctrine regarding territorial integrity in non-defensive warfare conducted by its members. In line with the defensive nature of SEATO, members are not obliged to aid another member in non-defensive military operations, however an exception can be made if a member state's homeland is directly threatened by a third party, in which case there will be a SEATO intervention to uphold their territorial integrity.

New York City will also be a part of the joint AMAID-Cherokee Nation railroad infrastructure program announced earlier, which on New York's part will be mostly focused on their Florida Panhandle territories at this time. We would like to reach out to the Lenape Commonwealth and ask whether they too would be interested in being a part of this project.

    Invoking the 28th

“With the consolidation of nearly every square inch of American territory under responsible, effective governments, the terms of the 28th Amendment have been satisfied. It is now possible for elections to be held in all 50 states of the Union. 2064 shall mark what would be the 70th United States Presidential election, even though the last one was the 66th in 2048. It was under the terms of our amended Constitution that the Presidency became exempt from elections in the event of a serious national crisis that would disrupt the ability to hold elections, but after consulting with my national security advisers, we have deemed this crisis to have passed.

I understand there are negative opinions associated with the legacy government here in the District of Columbia, and this in mind, I shall not be running for President next year. My best wishes go out to all those who choose to step forward and run for President of all Americans, regardless of polity. God bless the American people, and God bless the United States.”

These were the words spoken from Capitol Hill today by US Acting President Marziabo Garza, whose government claims sovereignty over the entirety of the former United States but whose effective power only extends to Virginia, West Virginia, Maryland, Delaware and portions of other states.

Garza has declared that there will be a national election for the first time since 2048, when Democratic President Malia Obama was denied a second term by the House of Representatives in favor of GOP contender Patrick Schwarzenegger.

The Acting President went on to say that ballots are to be printed for all who wish to participate in the election, and the Washington government will soon enter negotiations to maximize turnout across the divided nation.

Analysts say that with this coming not long after the new Constitution in Sparta, America is quite possibly in the grip of a revolutionary spring. They also say that rather than a recognition of D.C.’s authority over the whole continent, the election has a more tangible impact: the new House, Senate and President would have effective control over the Washington Heirs’ territory, which could drastically alter the diplomatic landscape.

The Washington Heirs petition all states with land in former US territory to allow their citizens to partake in the 2064 elections if they so wish. Such participation of private individuals does not amount to recognition of the D.C. government as having sovereignty over such states.

The election will be held concurrently with House and Senate elections. Acting President Garza invites all governments to participate in a nationwide census to determine the approximate population of each of the former 50 states, so as to ensure adequate representation in the House and Electoral College.

The Bermudian Institute of Economic Growth, a non-governmental organization with headquarters in Charleston, Bermuda, has developed the Economic Development Index to compare American economies based purely on their EP income from provinces, infrastructure and trade. A nation with an average EP income has an EDI score of 1.00, and the listed nations are divided into three groups: Above Average, Average and Below Average.

Spoiler formula for calculating a nation's EDI score :
    [EDI] = E/L - (T/n)/L + 1

E = a nation's EP income from provinces, infrastructure, trade and occupied territory
T = total EP income from provinces, infrastructure, trade and occupied territory of all included nations
L = largest individual EP income from provinces, infrastructure, trade and occupied territory of an included nation
n = number of included nations

    Example
The EP income of Bermuda is 882 EP (145 from provinces, 304 from infrastructure and 433 from trade). The Cherokee has the largest individual EP income of 1215 EP (343 from provinces, 348 from infrastructure and 524 from trade). The total EP income of all 27 American nations included in the index is 15790 EP (3133 from provinces, 5103 from infrastructure, 7472 from trade and 82 from occupied territory).

    [EDI(Bermuda)] = 882/1215 - (15790/27)/1215 + 1 ≈ 1.24

Bermuda has an EDI score of 1.24.
    Economic Development Index, Fall 2063
Above Average (≥1.25x average EP income)
    Cherokee Nation 1.52
    Republic of Louisiana 1.38
    Duluth-Superior 1.38
    Empire of Bermuda 1.24
    New York City 1.24
    American Federation of Syndicates 1.15
    Mandate of Tlamihua 1.14
Average (<1.25x and >0.75x average EP income)
    American Republic 1.12
    Meiguo Dynasty 1.07
    Pacifica 1.06
    Republic of Tennessee 1.04
    Confederate States of Georgia 1.02
    Washington Heirs 0.97
    Free State of Quebec 0.97
    Los Salvadores 0.95
    Sparta 0.94
    Popular Federation of Ontario 0.91
    Navajo Nation 0.89
Below Average (≤0.75x average EP income)
    Kingdom of Alberta 0.86
    Kingdom of Florida 0.83
    Republic of Carolina 0.82
    Lenape Commonwealth 0.80
    Colorado 0.79
    Keetowah Nighthawk Society 0.77
    Jefferson 0.76
    Boston Commune 0.71
    The New Frontier 0.65

Edit: The list was adjusted to account for income from occupied provinces.

Bermuda extends a friendly hand to the people of Sparta along with congratulations on the adoption of a new constitution guaranteeing your civil rights. May peace and prosperity reign throughout North America.

We commend our new allies in Washington for the return to democratic elections. Bermudian authorities will cooperate with your embassy and various consulates to guarantee those specific residents of Bermudian territories who hold citizenship of your nation the possibility to participate in your upcoming elections, as is their democratic right. This will however also be the full extent of our cooperation on the matter since Bermuda is a sovereign state and does not elect representatives of foreign governments. Any official Bermudian census will be conducted on behalf of the government of Bermuda.

The Divine Mandate of Tlamihua would like to ask the Washington Heirs about this "election" they are holding. The Divine Mandate's sovereignty is tied to the Iccan and the Prophet. We will not be surrendering the will of our divine purpose, nor we will open our followers to the risk of being subjected to the commands of a potentially decadent and menacing administration. We govern with true ethics and will not surrender the sovereign capabilities of the Divine Mandate of Tlamihua.

Nevertheless we will work with the Heirs of Washington to ensure goods relations; we will send one of the eight apostles to your realm with the intention of setting a diplomatic treaty between the Divine Mandate and your desired succession to the former United States of America. Tlamihua will as a instrument of the comic order of things request such meeting to guarantee good trade relations, security agreements and a willingness to connect the Americas with Afro-Eurasia as the Divine Mandate is striving towards in the name of all that is divine.

We would be more than happy to accept a NAP pact! We're also interested into investing in your nation, with the end-goal of making life in your nation more comfortable.

    To: Washington Heirs
    From: Pacifica

Unfortunately, Pacifica will have to refuse. Your claim of legacy of the old Federal government is problematic for us, because it carries the old system of American rule, which as the historical records go, slowly turned into an ungovernable, unruly, unrepresentative mess. Since the collapse of the US government, and the creation of Pacifica, its citizens, statesmen and juries have created their own, unique system, which we feel represents us far better. To give an admission to voting in the elections hosted by the Heirs would be tantamount to legitimatising the old regime, and spitting at our own creations. I believe other nations can also agree with me on this.

Indeed, the problem isn't with Mr. Garza himself, as he is but a figurehead, but it's in his desire to be the flag-bearer of something rotten and obsolete. Not to mention the countless crimes that this very US government has done in the past one hundred years; would you want to be associated with this, in a new and reborn America? No! This would be just repeating the past mistakes. A new page, a new beginning must be given. And all that Mr. Garza is showing us is the past.

The only value in the past is to study from its mistakes and avoid them.

Nonetheless, we should remind the Heirs that while our issue is with the government, we wish no ill will upon its people, and we would wish to continue to trade with them in peace.

The Washington Heirs report members of the Rump Congress have all agreed to resign their seats en masse, thus allowing the Rump Governors to create special Senate elections that coincide with the 2064 Presidential election; classes would be restored after the election. The Rump Governors have also been instructed to resign for all states participating in the election; whoever the elected leader of the participating state is shall be recognized as having won a state gubernatorial election.

    Los Salvadores
bucks the trend and, recognizing its alliance with the de facto regime as well as its support of the restoration of a unified America, hereby grants all who would have US citizenship under the terms of the old US Constitution the right to freely vote in the 2064 elections. The state shall not interfere with suffrage, though Los Salvadores continues to claim sovereignty.

El Gano, recognizing participation in democracy abroad surely would stoke the fires of democracy at home, will concurrently hold elections for his successor at the same time. El Gano's military regime was formed in the chaos of the Plague and the War years, but Los Salvadores have always been loyal Americans at heart. With the decline of autocracy in Sparta and the capital, it appears the time is right to restore Americans' God-given freedoms, rights and privileges. A new Constitution is to follow shortly, and Los Salvadores welcome US Census Takers.

Echoing Garza's sentiment, El Gano will not be running for election, so as to give the elections more legitimacy.

...Instead, El Gano, now as Jacob Castro, proudly announces his candidacy for Senator from Texas!

Louisiana likewise bucks the trend, maintaining its claims to sovereignty while allowing all residents of Louisiana who qualify to freely vote in the US elections.

Private citizens are fielding Senatorial candidates for the states of Louisiana, Mississippi, and Arkansas.

Georgia echoes its allies' sentiment. Georgia is a proudly sovereign state, but it will not infringe on its citizens' rights to participate in an election with absolutelyzerodiplomaticimplications.

This in mind, private citizens are fielding candidates for the states of Georgia, Alabama, Tennessee, and Florida.

Sparta must abstain due to the large amount of extra-American territory it controls, and the difficulty it would have in determining eligible voters on such short notice. It does however, agree to participate in the Pan-American Census.

Jefferson, with the blessings of its close ally in Sparta and the understanding that it retains its sovereignty despite agreeing to non-interference, shall also allow its citizens to vote in the election and be part of the Census.

Citizens will soon field candidates for the states of Massachusetts, Rhode Island, and Connecticut.
