Road Building Code Help Requested

Would someone please tell me what file and code line in civ5 vox populi has to be changed to allow workers to build roads in foreign lands?

I don’t know what exploit caused it to be dropped but I miss the tactical tool during warfare and would like to have the option.

Before asking here, I searched files for references to workers, roads, and improvements and didn’t find anything that seemed applicable.

Although I have programmed in several ancient languages, here I am just a code monkey looking for a banana. Anybody got one?
