Road to War won't work on BTS 3.19

What I did is to download the mod from here and extracted it into the BTS mods folder. The problem is, when I try to start any of the scenarios, all I get is this message:

Do I need to downgrade my copy of Civ4 BTS back to 3.17?

You need to to download the upgraded U.E. for 3.19

Or you could try Mine, which is significantly more enhanced than both, except it does not have the Pacific or Global Scenario's.
