I think the Roman Consuls could be great leaders for the Roman Republic, like Cicero or Tacitus.

That's actually not a bad idea. At this point adding a Byzantine Civ might seem to be overdoing it (as it could either be seen to be a second Roman Civ or a third Greek Civ), when we already Greece, the Greek Kingdom of Macedon, and Rome, but that idea would get around that.
While I can see the arguments for Cicero, him being one of the greatest orators in history and everything, I don't really like him, because he always ended up being "the most important supporter of" and on top of that nearly always chose the side that ended up losing, up to the point (when he chose Octavian over Anthony) where it cost him his life.
My personal proposal for a Roman consul is Brutus, the first consul of the republic, or maybe one of the consuls during the Punnic Wars.
Lucius Brutus or Cincinnatus.
Just imagine Brutus acting like he is dumb but being a sneaky git or Cincinnatus's leader screen when he is in his farming clothes.
Does this mean Caligula's horse could be a leader?

We've never had one - Even though Julius Caesar held the office; he shouldn't be associated with it as much as with being the first dictator for life, who ended the Republic.
