Essentially the way this plays It looks Super OP... But In reality its not it is meant to be played with 3/4th unique Units
you will VERY easily watch as your Unhappiness sky-rockets
The Unique Wonders add up to +10% unhappiness ALONE
Curia's in 10 cities... thats +10% unhappiness BUT
+20% Culture and +10% Great Person rate

The player has a HUGE challenge maintaining Happiness. In the early game You will with a Unique decision and 2 Unique Units basically steamroll all neighboring civs
You will gain A HUGE SOCIAL POLICY LEAD however your unhappiness will present a CONSTANT challenge.
By the end game likely you will have completed more social policy trees than any other player but the piling up unhappiness will mean your units will have huge difficulties with morale. The way this civ is played is basically as a player you will have to prove yourself capable of managing a size-able empire that will almost always be unhappy. While other civs will have less policies and bonuses from those policies therein you will likely by the endgame be in an on an off state of revolt. Luxuries will be a CONSTANT challenge the level of micromanagement will be a HUGE challenge... ARE YOU UP TO THE TASK ;)... Unlike the current Rome... YOU MAY NEVER SEE A GOLDEN AGE... if you do you have truly earned it with impeccable management skills! Each policy tree typically has maybe 1 or 2 social policies relating to happiness meaning that playing this rome... YOU WILL ACTUALLY HAVE TO TRY TO ADDRESS THE REASONS WHY THEY ARE UNHAPPY. Leftover Legions and Trarii by the time you hit later eras will be your elite special forces but with unhappiness... elite special forces with -20% due to unhappiness...
YOU: the player will have to EARN victories on the ground.
YOU: the player will have to make a choice with each conquest... to annex helping yourself with gaining new social policies or to leave as puppet with all of the National wonders available MUCH sooner but playing differently
YOU: the player will have to find a single religion to unify your empire in a desperate gambit to reduce unhappiness
Everything will be about 1 thing... keeping your people happy... you brought them under your rule can YOU the player do something to earn their loyalty...
Can you plan ahead to defeat unhappiness stop a revolt before it happens...?
Easily your conquests will make all the other players mad at you... Your enemies will always be plotting against you
YOU will have to be your own ally.
If you don't expand in the early game... You will not reach your true potential your national wonders will be useful sure but not enough to justify the extra unhappiness you have to earn your keep. The religion wars against nearby proselytizers will be a constant challenge. Two unhappy cities will cause the whole empire to go kaput.

IRL this is actually a pretty accurate portrayal of Rome. Everything from the Arenas to their policies governance was suited towards the aim of trying to manage a diverse multi-ethnic society. They had many slave revolts many uprisings many civil wars internally they were in a constant state of upheaval their greatest accomplishment lay in their infrastructure projects their actual social progress are you capable of prodding your people forward leading them towards a new brighter tomorrow or not.
