Running Civilization V

I would love to buy this game, however I'm not sure I am able to play it.

Please help me out:

RAM - 3 GIG DDR2
GPU - EVGA GT 240 (512MB DDR5)
CPU - Intel Core 2 Duo E4500
Hard Drive - 500 GB SATA Hard Drive (Plenty of free room currently)

Could you tell me roughly at what setting I could run at and if it would be choppy or not?

As well, is Steam required to install/run this game?

You graphics card is in the area of recommend, as far as i can see.
You can first try the demo, if you are not sure .

And yes, you will need a steam account to play Civ5.

Will I need internet connection when installing?

Sorry, my work computer is the only one with current internet access so in order to install on my gaming PC will I need connection?

For the installation, yes.
After the installation you can set steam to offline mode and it will not need any connection longer.
