Sure, but in turn I think using a MOAB or this russian bomb on a city would likewise be just as bad an idea....unless of course your objective were indiscriminate destruction of the city itself.
I mean, my point is this: whats more scary....a nuke that most likely will never ever be used.....or a conventional weapon that can kill a crapload of people in one kaboom and there is no restrictions on its usage and in fact, probably will be used in conflict?
I would have though that indiscriminate destruction of a city is a bad idea in itself, really, and firebombing serves the same purpose, though not all at once like a nuke. Tactical nukes can be a good idea, though.
