Sabotage.. how does it works?

I am playing warlords 2.08 and I have no intensions of updating to BTS, since I only hear things about it that I don't like and I'm still learning this

I am wondering how spies operate. What are the chances for them to succeed sabotaging cities production. The other night I was loosing space race at monarch and I knew I couldn't get to the city that was building the last part of the ship.. I couldn't get there fast enough with force I mean. So I sended there 4 spies. Everybody tried to sabotage the production (costs something like 6500 in gold) and everybody were captured for questning.

What are the chances to sabotage? Is there any conserning the space ship? INFO would be greatly preciated.

When you moseover the icon with the sabotage mission it shows the chances for success. Usualy something like 22%-67%, although I don't know what exactly this means. I would guess it has min 1/5 chance to success, don't know what the bigger percentage is for.
