This is a trick that worked for me in Civ 2 but I suspect it is more powerful in Civ3. Eaxh turn your % reserrach allocate s a "block" of cash to research. Often the blocks of research cash do not divide neatly into the current advance, so in the last turn of researching an advance you waste money. here's how it works. Say you're spending 300/turn on research (the exact figure is irrelevant) and you start on a new advance and you're told it will be 5 turns. Ideally this means 1500 cash. But it could be as low as 1250 cash. The last turn you spend 300 and waste 250 of it.
I noticed this when I was fiddling with the research bar when I was 1 turn from completion. I could take reserach down from 60% all the way to 20% and still finish in 1 turn.
The trick is to check your domestic advisor whenever you're 1 turn from completion and try reduce the research without increasing the time to complete. I figure that over a whole game this could save 1,000s of cash.
