Save Configuration doesn't re-roll random - Summer 2017 patch

If you save a starting configuration with random leader selected, when you load that configuration you'll get the same leader every time.
 
Confirmed. Completely negating the usefulness of this feature. Does Firaxis test ANYTHING before releasing it?
 
I'm not at home with my gaming computer, but if I recall, I noticed that it was also saving the Random Seed with the configuration. This may be by design, or a simple mistake with that field being part of the saved configuration when it shouldn't be.

Can someone who is seeing this issue try to load a configuration and change the random seed to see if it gives you different random leaders, etc?

Yes.
 
I also noticed that a saved configuration file where I chose Nubia as my civ is loading the identical map. That clearly shouldn't be happening because I have to load it first and then restart to get another map, which takes a lot of time, so I will setup games as prior to the patch until that feature is fixed.
I guess it would be best and simplest if they made it so that when you start a new game, the previous settings are loaded without the need for an additional "save configuration" button.

If you delete the seed before saving the configuration, it's actually random on game creation. I suspect this is intended to save a specific map and restart on it as another civ maybe.
