SCAVENGER

Scouring the landscape for signs of technology and scrap metal the Scavenger is hired by the government to collect battlefield ruins from such units as Artillery, Tanks and other mechanized units, for the purpose of turning them into production points. However, he sometimes finds mechs that can be restored to working order with a few more production points added to the unit, allowing you to steal advanced enemy mecha, with a small chance of learning how to build that unit for yourself.

Junkyard Dealers

Unlike most units a Scavenger is not built. He represents a self employed junkyard dealer and his team of scavengers who are contracted by the government. In the City Manager there is tab for special independent units. This is where you contract units that are not directly related to the government. Here you hire a Scavenger. The junkyard dealer will have you pay up front a gold amount that he specifies and he will also charge for each day the unit is away from the city. So the unit will cost you gold while it is away (like most units).

Debris Fields

When an armored unit such as a Tank or War Walker is defeated in battle there are three states in which these units can end up. One they can be completely obliterated leaving no trace. Secondly they can be blown to bits leaving scrap metal strewn about, represented on the tile as metal fragments or junk. The last state is a unit that is disabled, with no health, but is repairable. This is also represented on the tile by heaps of metal not allowing you to know just what you will find there.

The Junk Heap

Once you’ve acquired the Scavenger unit you will take it to a battlefield where debris has been left behind. There you can right click the unit and on its pull down menu there is an option to select what city you want your findings to be sent to. When you’ve selected a city you then click the Scavenge option and the unit will start searching through the junk heap. Scraps will be automatically sent to your selected city and converted into production points. If by chance the Scavenger finds a repairable mech it will be sent into the selected cities build queue for repairs. If the mech is of advanced technology, originating from an advance that you do not have, there is a small chance that your scientists will be able to decipher the technology through reverse engineering and gain that advance. However, it all depends on your science points and how many advances ahead the technology is. At minimum you will be able to repair the mech and reuse it one the battlefield.
 
This could be easily implemented, but I would see it a little simpler. All this left behind junk, could be cleared up by workers, just like clearing a forest (or clearing pollution as it is), and some Shields would be send to the nearest city.
 
Of course, they gather more then just resources from units in disrepair- if the collecting civ doen't have the tech they can learn knowhow from the wreckage. Good Idea- I was thinking the same thing myself
