Scared workers bug?

In my first BNW game, and maybe about 25 turns ago, my workers have started to just hide in cities, like I'm under attack. But I'm not under attack and the homeland has not been under threat in centuries.

Is anyone else seeing this? The game is not very playable if my workers don't do their stupid jobs.

Automated workers also do that if they don't think there's anything worthwhile for them to do.
