Might make for a better game if a veteran designer does it, but how about the current NK crisis?

It could be on the biggest possible map to allow for the most detail of the North Pacific. The civs could be Russia, China, South Korea, Japan, North Korea, the United States, and Taiwan (there's speculation of China using the distraction to take Taiwan in real life).

A flat world would allow us to ignore countries that aren't involved, and a little bit of license could be taken with the location of Moscow and Washington, but for the most part the map could be accurate. NK would need research or espionage to develop a Taepodong that can actually reach Japan

I'm not sure how diplomacy and attitude management would work in the game, but I figure Civ experts can figure that out.

the united states, south korea and japan are allies.
people's republic is not at war with taiwan but would like to.
if china attacks taiwan the us will help taiwan.
north korea is at odds with china, s korea, us, and japan.
russia is more or less neutral, but suspicious of the us.
if war breaks out china and japan are opponents.

a few ideas :)

What is the idea behind this scenario? Really there must be an achievable goal for the player so that he wants to invest time in the game. So what is it? Invasion of NK by USA and Ko? China US war? A scenario where NK takes itself out of mysery by careful strategy?

A good NK scenario would be a small map, where NK fills up the whole screen. It's surrounded by nukes on every side (the "Rest of the WOrld") and it has one cruise missile and a whole lot of civil disconent. All the allies have to do is press "CTRL-N" every turn, while they wait for NK to provoke them.

But to be serious, I like the OP's idea, and If I knew how to make scenarios I would give it a try.

What idea? "lets have a scenario on NK?"

Yeah.
I think this:

would be an interesting scenario, kind of like the WW79 scenario.

I've always wanted to make a scenario called "Rogue Nation," where the civ sends out Engineer units to prospect for uranium while researching techs leading up to a nuclear weapon - and dodging US units.

Here's an idea:

We use the East Asia map

Which one? Surely you're not referring to the Pacific map included in Civ 2, as it's Korea seems too small for the subject matter.

I know Patine has made a good Korean War scenario for ToT. Maybe that could be used.

Surely you are not the 'Using your Units' Mike Daumen? The one with the Knight/Musketeer picture. Why are you still a chieftan?
