Science advancements?

Hello Gang:

This has been happening (usually) while I play at King or higher levels.

I don't get any advancements in science for about the first 20+ turns (sometimes longer) even though I have the tax/science set at 11 turns for an advancement. The little flask/beaker doesn't change color either after several turns. I don't even get to pick an advancement when I build my capital (first city). I have to change the tax and science rate to get the option to pick my first advancement. I noticed the "Change Tax Rate" is usually automatically set at about 11 turns for advancements. Also, I get about 1 or 2 gold per turn. BTW, That works fine, my treasury seem to increase ever turn.
Is this common? Is this just a condition of playing at higher levels? Is this some program problem?

What it the tax/luxeries/science rate when you start?
It should be 4.0.6 (40% tax, 60% science).
With this rate if your first city has any trade arrows (it normally has), you should discover the
first advance in 10 (or less) turns on emperor normal sized map. On any difficulty you should be asked to choose what to discover next turn after founding the first city.

You can check the trade advisor window (f5) for the number of
beakers per turn (it's displayed on the bottom together with gold income and turns requires
for next advance).

EDIT: In the centre of city screen there is the number of food, production, trade, tax income and 'science income' for this city. Check if science
and/or trade is not 0.
If your first city is not on grassland/plains it may have no trade and thus no science.
