Each turn the science rate automatically decreases by 10%, I keep having to increase it. What's the cause of that?

No even if I have a surplus, it still goes down all the way to 0%.
It'll even drop it from 70% to 0% Even though I'm making money even if I set it to 100%.
It's worse as it changes it at the end of my turn, even though I've clicked "end turn". So I NEVER get ANY research done. What the hay?

It's happened with: Romans, Russians, Chinese, Arabs, and Americans.
Also when I take over a new rising civ, it stops waiting at the end of the turn.
Also when I take over a new rising civ, it stops waiting at the end of the turn.
When you change the civ all your options are reset to default.
