I have a Scientific Leader... how do I activate it or get it to rush something? Can I get it to rush a technology?

No you can't. The scientific age doesn't work. It'll make it shorter, then stay at 1 until the normal time is up.

You use it by bringing it to the city that's building what you want for example the Great Wall. Then you click that button that pops up in the unit actions bar and rush the building. It'll go down to one turn and next turn it'll complete.
