Scourge promotion and Mounted units

Is the mounted line unable to acquire the Scourge promotion (+40% vs. Disciple units)?

The reason I ask is that I'm building Knights in a city with both a Demon's Altar (adds Scourge promotion to units built in city) and the Ride of the Nine Kings (Morale promotion). The Morale promotion is getting applied, but the Scourge promotion is not.

I'm not familiar with the Demon's Altar, so did it change so that it doesn't give the Scourge promotion any more?
