I need to know if this is in the realm of possibility here. I'd like a script that would seed a set number of cities, say 50, at the start of a game after the world map generation. The goal here is to produce a game where cities are more like resources. The game would then assign each player, AI and human, one of those cities. The rest would be technically barbarian cities set to only produce land improvements and defense units. I'm pretty sure it's possible to remove the settler unit, that's because I want the cities you start with to be the only ones out there..cities become a valuable resource and not something you can throw up over night.
In any case, would it be possible to randomly seed cities at the start of a game?
