Sea Dog change that should have happened but sadly no one thought of it

It is a unique privateer for England. The only special thing it can do is, it has a chance to capture an enemy ship. However, it can't capture barbarians. I have never captured anything with that boat, and I always try to explore the world with privateers, so I used them a lot because I like the sea power idea combined with industrialization.

I would exchange capturing enemy civilization vessels with capturing the barbarians instead.

The Sea Dog would be especially useful for exploring the world. It would be a great advantage because you have a chance to capture more explorers. Most likely damaged though.
 
For any changes in civ6 behavior, you need to identify exactly what you want to do, i.e., which units to capture. You talked about explorers, but civ6 does not have a unit named explorer. There are recon units which may be what you think of.

I haven't seen much value in any naval raider, even u-boat, the most powerful raider, is very limited in how it can enhance game. It's too much like busy work play.

Yes, on a huge map, naval explorers are useful for finding other civilizations for trading and diplomacy and they are also useful for finding city states earlier. There are other ways to reveal the map. Some types of joint wars grant shared visibility. I like to explore with Victoria (Ages of Empires) because building a harbor gets a free boat too!
 
I agree, and play with a small mod. One is to allow mutliple cathedrals, the other is to allow two venetian arsenal.
Why not have two of them? They are not restricted, but AI never seems to build them. Add high waters and more navy to play with. Doesn't really change the game at all, just makes more enjoyable.
