In any event, I hope many vanilla civs are fine-tuned for the mechanics in R&F. An annoyance I've had with previous Civ titles after expansions came out were how weak vanilla civs were to expansion civs because game developers did not properly balance the vets with new gameplay changes.
Firaxis seems to do better with this with each new series, so I am cautiously optimistic. This also may be a way to "fix" certain civs rather than just add an alt leader with a new LUA.
