Serious problem installing

I installed Civ5 complete edition through steam and it worked fine. I tried modding with the community patch but this didnt work, which caused the following problem:
when i start up a game and you see you civ with the details etc, the right part of the screen would have a black bar from the top to the bottom. When the game starts i can select a unit but the command buttons etc from the interface are missing.

I uninstalled the game through steam and deleted every file that was left manually. I redownloaded through steam, installed but i have the same problem again so now i cant even play a game anymore. Can anybody help me because i dont really know what to do. Civ5 is installed, i have the icon on my desktop and the file in my games section of my documents, but there are no civ file on my C disk (there used to be a 2kgames folder with a civ folder inside). Everytime i try to play a game (so there are absolutely no mods installed) i get the same problem which is gamebreaking.

Sounds like a bad installation. You've done what sounds like a clean reinstallation of the game, but after reinstalling the game files, have you revalidated your game files through Steam?

Go to Steam Library, Games, Civ 5, right click, choose Properties, then the Local Files tab and then Verify Integrity of Game Cache. If it says it is downloading any files, let the download complete and then repeat until it says no files need to be downloaded. And then please report back.
