Setting Handicaps In MP?

I'm planning to play a game with some friends who are of varied skill levels. Does setting the difficulty level (Prince, Emperor, Deity, etc) for a human player in a multiplayer game give the same buffs and debuffs as against the AI?

For example, if I am set to Deity, but my friend is set to Prince does he get a +4 combat strength against my units? Does he get any yield bonuses like the AI would when set to a higher difficulty?
 
I think it only applies for ai civs. I thought it used to be if a player dropped out for a turn and then came back they would then get the bonus. I don't know if that was fixed or not.

Yes that is true still and I doubt it can be fixed, but I have brought it up to Firaxis in the past.
