settings for fort building outside of your territory, Fortress borders mod

Hi, I want to utilize fortress borders mod, which I think is really nice.

But it is less useful in VP, since you can only build a fort in you territory. I searched VP mod files, but could not find any settings for this. Also I would like to increase the cost of fort upkeep.
If enabled, will AI use forts to grab territory, or even try to take over my fort?

Since this adds a new improvement - Outpost, there is no conflict with vox populi.

I doubt the AI would build them well. (Or maybe not at all.) Just want you to be aware, play how you want.

you are right, it does make the power balance lopsided
