settlers and food

I am in Communism, and the Civilopedia says that settlers eat one food per turn, but all my settlers eat two. Also, I got two cities I didn't want. I have heard that you can just make settlers and the last one will disband the city. I built settlers down to one, and I rush-bought the last one, but the city won't build it. Obviously, they have hunger, so maybe that has something to do with it, but it's frustrating, because I don't want these cities. Anyone got any ideas why the city won't make the last settler? It's not even giving me the option to disband the city, it just keeps adding shields to my completed settler.

Edit: I just read that I can't disband a city on Chieftain level. Ok, then I read about gifting a city to an enemy, then immediately razing them after they take them. Only problem is, I can't figure out how to gift a city, I've never done it before.

Just leave the city undefended. If your rivals are close by, they walk in and take it. At least that is how it works at higher levels; I have never played at Chieftain level.
 
If your unwanted cities have hunger, they will disband themselves when the last person starves (i.e. the food box empties with city size=1) unless you have the pyramids or a granery in that city. If you have a granery, sell it. If you have pyramids, it may be impossible to starve your city. I am not sure whether anything on chieftain prevents you from disbanding a city by building a settler at size one. If the problem is that you have a food deficit, try building cities with settlers already supported by that city or 'rehome' them, meaning that they are now supported by other cities.
 
Yes, Chieftain level does prevent you from disbanding a size 1 city (keeps the newbies from fragging their own civs). No workaround known besides starting at a higher level or waiting for Barbs or AI to take them out. You must be an ultra-perfectionist...
 
I actually just found this site and am trying to figure out new stuff on a level I am comfortable with. I have just become proficient at playing and winning on warlord (I know that's not impressive on here :) ) but I was trying some stuff for the first time. As for ultra perfectionist, yes, but these cities are across a large continent and I just didn't want them. Anyways, thanks for the replies. Btw...disbanding a city was som,ething I was trying to figure out. Thanks again.
