I'm still not big on artists, but settling them in border cities is pretty powerful. If you aren't going to war with that border civ anytime soon, then it's actually a lot better than bombing.

On marathon, it takes 2/3 of the game for the 12 culture to equal the 12,000 culture bomb.

Not with free speech and other bonuses...

at an average 150% bonus, it only takes 1/3rd of the game about.

Plus you get that 3 gold (with modifiers) every turn.

Although generally for border conflicts it's better to do the bomb. Because then you are putting your culture points in the furthest ring right away, where they need to be, to push borders.

no the culture bomb is not always the best way to do it. It's like when people say bulbing is always better than settling, a GS only gives 6 beakers. 6x400 turns = 2400 beakers. Not so.
So the bomb gives you 12000 culture? How many turns in a marathon game, 1500?
12 per turn. Okay. Let's see. You could have 5 or 6 cathedrals in a city, but let's make it more realistic and say 2. That's a 100% bonus. Then free speech is another 100% bonus. That GA is now giving you 36 culture per turn. Throw in the hermitage and it's up to 48. 12000/48 is...roughly...250 turns. In a game with 1500 turns, 250 isn't too long. For you normal speed players that's like 82 turns. Plus, as already mentioned, you're getting 3 base gold per turn, which will often be more like 5 or 6 gpt, plus you might be running representation, for 3 beakers per turn, and you might have the Sistine Chapel so that GA will be giving 14 base culture per turn.

He wasn't talking about a cultural victory.

Agreed artists are not the best to settle but -

If settling the artist will be sufficient to win the culture war then bombing is a wast of the gold and any rep beakers. Eg in the right situation settling is pure benefit, however small that benefit may be.

settled GPeeps are better when focused on one city. so smaller empires, and in capitols under bureaucracy. map size also plays a crucial role. better they are settled on smaller maps.
