There are 4 proposed locations for the settlement site.
Blue - will give us direct access to the sea, although it's a crappy place to live.
Red - gives us some nice hills and decent living room, although not much better.
Yellow - will net us whatever the funny looking resource (now confirmed as saltpeter) is, give us hills and irrigated plains.
Purple - will give us a port and some semi decent tiles.
Go home - load our guys back on the ship and go home
Disperse - disband our settler and musketman on the spot (waste of troops though)
Other - speak now or forever hold your peace
Abstain - abstain
The CIA strongly supports going home. A city that far north would only net us corruption and some unhappy neighbors.
