Severe Cheating on the AI Part

I am not sure how this is programmed, but cheating is the only thing I can think of to call it.

It is turn 87 on a quick game. Hiawatha has 11 cities...

Capital 13
2 cities population 10 & 11
the rest all single digits.

I changed the unhappiness per city to be 25 points.

AI's happiness is -21

I am at 5 cities and my unhappiness is at -26.....

If the AI does not have a massive advantage, can someone explain to me how it does this?

To the best of my knowledge, the AI only has the 35% bonus to happiness. This does come off as rather ridiculous, though, when they send out an army of 10-15 soldiers at T50 with happiness of +16.
 
Here is another example.
I changed the unhappiness per city to 50 points.
Unit unhappiness is 25 points per unit - everything from scouts to mech inf
It is now turn 65

Russia has 3 cities (no roads connecting them so the +3 happiness for the cultural event does not count) - 5 soldiers

Happiness is -8 ..... by my reckoning it should be somewhere around -130
