On one hand, I agree, that most of the combinations and choices from them are not really impactful. But, on the other hand, if we compare the situation with Civ6, I'd say number of real options is already much higher. In Civ6 we had few civs/leaders with distinctive gameplay, like Babylon, but most of them didn't feel much different.
 
There are some combinations with impact. I rate leader and civ mixing as one of 7's best new features. So I'm not attacking or saying it was a bad idea.

I'm mostly questioning whether the balance of how much each one impacts your game is currently right. Leaders change gameplay far less than civs at the moment (you can find exceptions, but it's mostly true) and I think the balance could stand to be redressed, especially since leaders stick around for a whole game so they are something you can more effectively plan a run around. And in the context of the XPAC leaders, they have been exceptionally underwhelming to me.

Additional thought: I don't want to see an absolute rule for only leaders or civs to be game changing. I'd like to see a similar mix of both and at the moment leaders appear a little whelming.
