If you build a Phasal Transporter over a land locked city, you can port an Aircraft Carrier into that city with Aircraft on it, enabling that city to have up to 6 usable jets in it.
Bug, bad design, or gameplay as intended?

I think you can move an aircraft carrier into a city without using a phasal transporter.

Edit: Oops, land-locked city, I missed that part. Yeah, that's a bug.

Ordinarily, only into a city that is on a coast. The OP was reporting the ability to phasal transport a carrier into a land-locked city.
