A few weeks ago we were talking about you know something is not right when you can go easily from Democracy to Theocracy (to make some late game faith purchase) then Fascism in Civ VI. I think one way to fix that is, put some Governor's title on the civic tree, but require one governor's title for each change of government.
E.g. one governor's title at Political Philosophy for tier 1 government, one at Feudalism for tier 2 gov, one at Ideology for tier 3 gov, and 1 more (or not) at Globalization for tier 4.
So you can still do Autocracy and then Classical Republic and then Oligarchy if you have to, but since it's costly it's not economic to do crazy things like Democracy to Theocracy to Fascism.
