Should Culture policy be based on Population instead of # of Cities

    Lets face Fairbanks, Ak is never going to be a culture center, but in CiV you have to develop all cities, or see culture advancements get further and further away.

    I think base it on total pop would be better. thus allowing you to get the non-productive but very important resource cities at the edges

    or maybe a combination of the two. Big cities getting a culture bonus to the buildings in it. (like +10% for every 5 pop or something?)

    I think its implemented this way to not make bigger better in EVERY way.
    personally I prefer the corruption & distance to palace thing for that...
