Should this exploit be fixed?

This is the first time I've ran into this situation. It may have been discussed before but I haven't seen a thread concerning it. So this is what happened...

I'm playing as the Inca and Monty is my neighbor. Everyone it seems has had enough of him (surprise, surprise) and England asks me to join them in a DOW. So I agree but ask for the 10 turns to get prepared. In the meantime, Spain and Germany want to go to war with him also, so I tell them yes but give me the 10 turns.

Well, I find that I'm more prepared than I think I am because when I move my forces to his border I find that he really doesn't have much defense, having been warmongering the whole game and losing troops. So since I get my siege engines in place around turn 5 into the DOW agreement, I decide to attack.

I take his first city pretty easily and I'm ready to go after another small one to simply raze because it's in my way. Well, Monty sues for a peace treaty and gives me the city I was going to attack. I accept and get some gold along with the city.

Now, the next turn, Queen Liz shows up and says it's time for war with Monty. I am able to declare war again on him even though I've just signed a treaty and got the booty. My question is, would I have incurred a penalty with the others if I didn't declare war even though I declared war earlier? It just seemed kind of messed up and something that could be fixed pretty easily.

First of all, this is a MAJOR bug as you've broken the Peace Deal rules, you cannot declare war on a leader with whom you have a Peace Treaty with within 10 turns (or more, depending on which speed setting you are on). So I wouldn't even call that an exploit, but a major bug.

However, I don't think refusing to go through with your deal would affect everyone but the other party (whim whom you made the deal with in the first place, i.e, Liz).-

Had you declared war, you would however be seen as a Warmonger (well, more of a warmonger).

I guess it could be a major bug that could be exploited now that I know about it. Liz should have been content that I declared war earlier that the ten turns I agreed to, it seems that this could be fixed. And it wasn't just her, as I said in my OP, I made a promise to Germany and Spain also. So I think I'm screwed if I don't DOW Monty a turn after I just made peace with him. But, you're right I shouldn't be allowed to anyway.

Have you followed through and actually done the DOW? Did the game let you comply with your promise to the other civs? I have a dim (i.e., possibly inaccurate) recollection that something like this happened to me and I wasn't able to DOW, so I could only breach my commitment.

Yes, I was allowed to go to war just a turn after making the peace treaty. I just got done taking him out entirely and everyone is still friendly but Liz who thinks I'm a warmonger  Just can't win sometimes.
