Shouldn't there be some connection between combat experience and GG / GAdm generation?

Especially in earlier eras, it seems odd that the flow of GG points comes essentially from what probably represents drill / classroom study in encampments, rather than the heat of battle.

I'm not saying we should go back to Civ 5, but the way things are a peaceful civ that is able to build an encampment or two is going to get its GG long before a civ that spends the early game at constant war. That seems backwards.

The same could be said of the disconnect between faith generation and Great Prophet emergence, although it is less of an issue as the things that net you GPP (building Holy Sites and improvements, Prayers) also tend to get you faith as well.
