Silent popup notifications

Would somebody be able to create a simple mod that would silence the usual popups (completed Research, Civics, Eureka Moments, Historic Moments, completed Wonders, etc.) into a clickable notification icon, whereby clicking it opens the popups as usual. I don't like when it displays the popups when things are still happening actively on the map and can't see it, especially in between turns, and if you dismiss the popup, you can't return back to it. I'd like to see somebody create a mod to do this, please.
