Sim City (3000) Succession Session

To the governing council of New Galway,

I, Gaijin San, provide the enclosed electric bill and trash bill as proof of my newfound residency within the limits of New Galway. News of the political shenanigans of this town reached my feed and has captured my interest. I have followed along closely, and sense opportunity to rekindle a long lost passion for governance.

Over two decades ago I found myself governing a metropolis such as this in a far away land. I'd like to say I honed my skills in leadership, policy-making, and urban development, but I'm not sure I fully understood taxation and how to read the agendas of various petitioners successfully. I have recently found myself managing a small city, but as I mentioned previously, I see an opportunity to throw my hat in the ring and see if I can't trick, I mean convince the denizens of this town to let me try my hand at civic planning.

My candidacy as an Independent will bring a fresh perspective and a commitment to challenging conventional approaches for the betterment of this city.

I look forward to engaging with the community and other civic leaders to shape the future of New Galway.

Sims of New Galway,

Allow me to introduce myself; I am Gaijin San, a recent resident of this growing city, and I am announcing my candidacy for Mayor. Having observed the challenges New Galway faces, I see an opportunity to address two critical issues: water management and waste management. These are not just problems -- they are opportunities for transformation!

I am alarmed that such well-educated Sims allow their government to provide them with such contaminated drinking water. The effects on our Sims' health... I just can't imagine.

With no city water supply, I daren't look at what wretched water our Nuclear facility workers must be consuming. One of my campaign aides visited the plant and used the water fountain. I can't believe people still use those. She's out on leave, though I've heard she sprouted at least one new appendage, and suffered burns on another.

And I've heard all about the fights inside our jails because we fail to supply adequate water for survival. Isn't clean, safe drinking water a fundamental human right? Even for those dirtbags that are locked up in the clink for egging the last Mayor's house out on the bluff.

My platform, the Introduce Infrastructure Iteratively Initiative, is built on three pillars:
1. Irrigation: The recent introduction of new pumping facilities by my predecessor highlights the urgency of addressing our water crisis. I propose a comprehensive overhaul of our water infrastructure to ensure sustainable access for all citizens while safeguarding against future shortages.

2. Incineration: Pollution is choking our city. I will champion the development of modern waste management systems, including advanced incineration facilities, to reduce landfill dependency and reduce pollution.
Our landfills are large, but they're 49% full already! And we're taking in garbage from our neighbors. The smell is one thing. But you do realize all that sludge oozes down into our aquifers?

Our incineration capacity is inadequate. Every last one of these is facilities is running a triple-shift around the clock, and we can't keep up.

I promise to handle this disgusting mess with more Incinerators. These things are like magic! Poof, no more garbage laying around. I promise you. You burn it, and it's... just... gone. It's really that easy.

3. Inflammable Industry: The placement of polluting power plants just across the river from The Point, amidst our industry, is unacceptable. I will work to relocate these facilities to more appropriate areas, replacing them with cleaner, greener alternatives that align with our city's vision for a sustainable future!

As an outsider, I bring a fresh perspective and a commitment to bold, decisive action. My experiences in other cities have taught me that real change comes from challenging the status quo and embracing innovative solutions. New Galway deserves leadership that is unafraid to tackle its toughest problems head-on.

Together, we can build a cleaner, healthier, and more resilient New Galway. I invite you to join me in this effort to reImagine our city's future.

No sooner was newly elected Mayor Gaijin sworn in when a low pressure system ushered in conditions just ripe for a tornado. Thankfully this was merely an EF0 twister, but the new administration was sweating bullets given the proximity to regional power generation facilities. In the end, this would be an easy first win with the local populus.

With that brief drama behind him, Mayor San set out on some fact-finding missions. Tax rates are notably lower than he has ever been comfortable with, but he was overheard remarking to an aide, "Well, the money's coming in and this city has a higher population than two of its neighbors and is nipping at the heels of a third. I think we can work with this."

He made it a point to drill into his staffers that there was no business deal income, and while there was some money coming in from neighboring Sparks, it wouldn't be enough to offset lost revenues from a mass exodus of Sims from the city. Surely this represented risk. This would be a tightrope the new Mayor would have to walk: he had vowed to plug his ears with llama wool in the face of any and all citizens decrying "high taxes". High taxes, he thought? "We can't have nice things without high taxes, and I surely wouldn't call 5 and 6% high. It's not like we get funding from outside sources like SimNation!" he was heard scoffing in a fit of indignation.

Maybe if he could survive long enough to implement some of his campaign platform promises, the Sims would come around and be a little less preoccupied with protesting. And with that, he set off and continued on his fact-finding missions.

Alas, what is this! Gaijin San was stunned to discover we had a designated SuperFund site on our hands. Chloro-Flouro-Carbons?!

The Mayor held a debrief with his fact-finding teams. The mood in the room was turning glum, but Mayor San seized the moment and whipped himself into an inspirational fury. Rallying the troops to fever pitch, he pounced and set out with numerous executive declarations, determined to fund a minimum of $80,000 in new capital outlays to Introduce Infrastructure Iteratively! He just knew an initiative with such a witty name would live on in the annals of New Galway.
 
The first order of business was to establish two new Nuclear facilities on the far southern outskirts. Local Sims were less likely to notice, despite the fact that one of Mayor San's predecessors had already broken the seal on introducing Nuclear power. But moreso, Mayor San knew that in the event of a disaster, Sorenville and Shafer City were far more likely to share in responsibility. And hey, if the local Sims did manage to take notice, the Mayor was banking on the fact that the 'Road to Nowhere' finally had a purpose, as it was now connected to town.

Connections were made to all four neighboring towns. Mayor San couldn't believe New Galway was yet to tie in to the National electric grid. Oh the opportunities that were surely missed.

Next Mayor San would set out to add redundancy to major water supply arteries, and to add more improved acreage to the city with planned water grids. Boom times are sure to be ahead!

Between the emergency response to the Tornado of '66 and cleaning up near-shore industry, the Administration was already receiving positive press!

The Mayor aimed to keep riding this wave by allocating funds for additional water treatment plants, given that the existing ones were overflowing. These weren't exactly in the budget for the year, but the Mayor waved dismissively at anyone and everyone that pointed this fact out.

In exchange for sticking his nose in Dock Worker business, Mayor San had to make some concessions that would benefit the Port Authority.

Some say it was a back-room deal, while others might call it simply cutting through the red tape, but the constrained and under-developed SeaPorts were allowed to redevelop. Details of how this was funded were not made public.

But before long, both SeaPorts had been redeveloped, inclusive of shiny new water treatment plants.

Where would Mayor San turn his sights next, local busybodies wondered aloud...
 
At the conclusion of the first year of Mayor Gaijin San's first term, it seemed like the capital investments were already paying off.

Income rose from 179,976 to 209,700 (+16.5%)
Expenses rose from 88,272 to 92,436 (+4.7%)
While Net CashFlow rose from 91,704 to 117,264 (+27.9%)
Current funds were off -41,481 year over year, which wasn't too bad considering budgeted capital expenditures of 80,000 and actuals (including overruns and, according to some, kickbacks) totaling 135,000.

Population had increased from 396,838 to 417,646 (+5.2%), and the new Mayor was quick to take all of the credit for the influx of new Sims, stifling any suggestion that it be due to the work of his predecessor.

As his term wore on, significant investments were made in subway infrastructure, hospitals, and schools. The mayor was spending more and more time in and around his favorite city neighborhood, which reminded him of the Van Aken / Shaker Square district back home.

Some staffers were fond of the Mayor, even if he did toot his own horn incessantly about the city cleanup. "Look, the trash is down from 49% to 22%!" "Look, it's down to 7%!" Blah, blah.

Still others, mostly those who had served in previous administrations, were less warm towards the newcomer. He had promised bold change, and he brought it.

Although, perhaps it was this boldness that brought about his abrupt disappearance. On New Year's Eve, 1969, while out in a blurry state of revelry, the Mayor simply disappeared. An anonymous threat was received at the Mayor's office, seemingly hand-delivered and slid under the door in a simple, large manilla envelope, it's letters made from cut-out New Galway newspaper clippings and various magazines.

Mayor San had been receiving these threats, on and off, for months now, but this one wasn't a threat; it was a claim that whoever was responsible had abducted Mayor Gaijin San.

Prior threats had addressed various subject matters, with several groups falling under suspicion, including the Dock Workers, the Trash Haulers, those in the Oil & Gas industry, and the Airlines and associated entities.

For you see, Mayor San had made promises to spend his last year in office addressing the Airport situation. "Three airports!" he would say, while pacing, his face turning red. "Three AIRports! Whyyyy do we need THREE airports!??".

It's January 1st, 1970. Mayor San has gone missing in what really should have been the 11th hour of his natural term, despite having been sworn in on 1/1/1966. New Galway always had played fast and loose with elections, special elections, and the length of the Mayor's governing term. This should have been an election year, but it seems as if nobody was in a hurry to prepare as such. "As long as it's plus or minus a year, what's the big deal?" they would scoff.

It seems like New Galway is destined for another Special Election, slight-of-hand, or back-room deal. How else can you explain the back and forth between former Mayors Quintillus and Smellincoffee? This is city government, not badminton! Maybe by 1974 they'll have their act together in preparation for a new Mayor on the 1st of January, 1975.

The Mayor's office is reportedly short on sharable records over the last couple years' of Gaijin San's term, for apparently a number of those records are currently locked up in active investigations. They did put out a presser however, citing Mayor San's accomplishments over his shortened term:

In truth, the Soviets detested the Hippies, and only considered them Useful Idiots. They certainly weren't offering senior Party posts. :P
