    I can't figure out what I'm doing wrong - I enabled both items in appoptions, downloaded the tool, launched the firetuner... but when it opens, I don't get a "world builder" tab like the pdf shows...?

    I had the same issue. For some reason it wasn't reading the default file to load the panels.

    Click on the Open Panel under file, and go to the Civ6 game folder. Go into Debug.
    There are all the panel files (ltp== live tuner panel)
    Now choose the one you want. Repeat for all the ones in the .pdf
    When you exit, next time, it will remember those panels.
