Simple solution to religious spam - one unit per Holy Site

I have to say that I do like the addition of religious combat in Civ 6 and Apostle promotions, conceptually, but I agree that the AI just spams the units like there was no tomorrow.

So why not introduce a similar limitation on religious units you have with some other types of units (such as Spies or Archeologists)? I think one active religious unit per Holy Site would be a simple and elegant solution.

What do you guys think?
 
If you are going for a religious victory you should be spamming the units, so I fail to see why this is a problem.
