"Skip First Turn" Not So Great

I don't know if that is a problem, it might be designed like this - it gives the human player something to do during the first turn. It doesn't make that much of a difference if you change a build order on the first or the second turn of the scenario, the actual time of completion is still the same. Drafting and rush building does make more of an impact, but still not that huge.
Doing it the way it is done in the game spares the human player the frustation of only being able to hit enter to go on to the next turn. :)
