Orders for Turn 4 (1853) due Wednesday, April 9

Backgrounds to nations can be found over here.

Introduction

Welcome to SKNES III, an althistorical nineteenth century NES.

This NES has been adapted from AH.commer Direwolf22's fantastic timeline Disaster at Leuthen, which can be found here (without comments) and here (with comments, but more recently updated). It will start in the year 1850 of that timeline, although the timeline proper has advanced up to the turn of the 20th century and is presently in the Great War-equivalent. Reading the timeline is not necessary to play the NES, since most relevant info has been transferred to the nation backgrounds, but if you have an afternoon and you're bored for whatever reason it could be worth reading. Regarding canon: everything up to 1850 is canon, with the omission of a few details (mostly wars that were in progress in 1850, in order to de-railroad the start, and a few monarch death dates have been moved up a year) The timeline diverges from our history with a Prussian loss at the Battle of Leuthen in 1757, thanks to Frederick II having a rather unfortunate fall, and a resulting Franco-Austrian victory in the Four Years War (we would call it the Seven Years War). We start almost a century later. I'm not the author of the timeline, nor do I make any claim to being so, but if you have any questions, I should be able to answer them.

Special thanks go to EQandcivfanatic, from whom most of the ruleset was shamelessly ripped, and to Bair_the_Normal and Grandkhan for their help with the map.

The first few lines of the stats are fairly self-explanatory. The short name of your country and the player’s name will be listed first, then the full/official name, and the capital. Additionally, if your country is subservient or dependent to another country in some fashion (be that a protectorate, dominion, or whatever), that will be listed here as well.

Government and Politics

Your form of government is listed here, as well as the head of state (in situations where there is a monarch or a strong executive) and ruling party, as well as their ideologies. If your government form is empowered via elections, then the year that the next elections will be held in is also listed, for convenience. In the case of some parliamentary governments, obviously, if the government collapses elections can be held before this date.

The possible ideologies at this time, from right-wing to left-wing, are Reactionary, Conservative, Moderate, Liberal, and Republican. In addition, a sixth ideology, Nationalist, will be applied to nationalistic people or parties that transcend the political spectrum. The default party names will just use those ideologies; feel free (and I encourage you) to change them, and you do have control over fleshing out the internal political structure of your country. More ideologies, such as socialists and unknown others, will be added when they are created and become relevant. (I’m aware that in the absence of a French Revolution, some of these terms – and the use of the left/right spectrum as a whole – may be anachronistic, but to keep things manageable for the mod and understandable for the majority of players, I’m disregarding that.)

Spoiler :
Reactionary: Reactionaries actively seek to return to a previous state of government, rolling back existing reforms and strengthening traditional institutions, such as absolute monarchy and landed aristocracy, and in some cases the further empowerment of the military. In non-western contexts, reactionaries are those figures that are virulently nativist and anti-western, opposing any interaction with the west whatsoever.

Conservative: Conservatives mostly argue for the preservation of the status quo, without further reforms, but largely without rolling back existing reforms as is the case with reactionaries. They also pursue protectionist trade and economic policies, and in many cases increased power to the military. Conservatives are usually supported by the establishment, whoever that may be, as well as the military, and some of the lower classes. Conservatives in non-western contexts favor limited interaction with the west, but no more.

Moderate: Moderates take a middle ground between reform and reaction, favoring limited reform, but not going too far. In non-western contexts, moderates are usually the ones favoring extensive interaction with the west while continuing to maintain a native culture and traditions, and moderates are the ones responsible for the modernization of the non-western countries that have successfully done so.

Liberal: Liberals are reformers, seeking continued strengthening of constitutional, democratic, and popular institutions, at the expense of monarchical autocracy, the entrenched aristocracy, and similar institutions. Liberals in this era also argue in favor of free trade and open markets, with reduced government involvement. Liberals gain support from business, segments of the upper classes, and the burgeoning middle class. In non-western contexts, liberals represent those arguing for full opening up to the west; needless to say, they are not common there.

Republican: Republicans consist of the radical reformists and revolutionaries who seek a transformation of society. Republicans, true to their name, seek the abolishment of the monarchy, and the immediate empowerment of the masses; some countries call them "Jacobins." In fact, some labelled republican are borderline socialist. Republicans gain their support base largely from students, the lower classes, and other disaffected in society. The revolutionaries that helped create the current European republics would have been labelled republicans in their day.

Nationalist: Nationalists primarily believe that the government should be the embodiment of the nation-state, and further the interests of the controlling ethnic group of that nation-state. In doing so, nationalists frequently transcend the political spectrum. Nationalists frequently have support from the military in particular. Nationalists of minorities seek greater autonomy/self-determination/independence from the majority group. In certain contexts, particularly where one ethnic group is divided between multiple countries (Germany being the most prominent example), nationalists argue in favor of the creation of a single state for said ethnic group.

While there have been some thinkers advocating what we'd call socialism, they're usually classified under "Republican." There hasn't been a Karl Marx equivalent so far, and no unifying left-wing ideology has been created. Yet.

Below this are marked the three major Issues in no particular order (well, actually alphabetical, but you get the point). These are the three main topics of discussion that are the major points of discussion and debate of the day, and the ones that cause concern amongst your government and people. Issues are not one-sided; they can and will have multiple viewpoints. For example, “Government Reform” as an issue means that it is currently being debated between those who support reform, those that support the status quo, and/or those that wish to roll back reforms. Possible issues can range from internal problems (i.e. Economic Decline) to external threats (Tensions with Country X) to major popular movements (Republican Sentiment), and are there to give you an idea of what the major topics your country’s people want you to address are. These will change as the situation changes, for better or for worse. Issues also provide you an at-a-glance look at your country’s status stability-wise, and what can be done to address it.

Government can change over time, with both outside forces and player action. But remember that, whatever changes, not everyone will be happy with it. Completely alienating the people that support your current government is a great way to create a backlash, violence, or even civil war or revolution. Of course, you may have wanted to do that in the first place. A good rule of thumb is to not do anything radically out of character for the people in power.

Economy

There are three numbers here. First is income, the number of EPs coming into your government’s control this turn. Note that income is not a direct representation of GDP; rather, it is an abstraction that takes into account things like corruption, centralization, and so forth. The second is upkeep – more on this below. The third is the amount of EPs in your bank, which you haven’t spent. Banked EPs don’t accumulate interest or anything; they just sit there, in hopes that they just might be useful someday. It’s advised to keep some EP banked, because you never know when it might suddenly become useful or necessary.

Below this are, by default, two numbers, which add up to your upkeep. First is military upkeep; this is how much you must pay to keep your active duty soldiers fed, equipped, and supplied. You must pay 1 EP of upkeep for every 3 army units, or every 10 navy units. The second is administration; this is the fixed cost you must pay to keep the bureaucracy running and provide necessary services to your people. Administrative costs take into account the level of corruption and centralization, and will also decrease with an increase in econ tech level. If your nation has colonies, colonial administrative costs are calculated and listed separately. Other items can go in this section as well; for instance, welfare programs, or other policies that you wish to put money in every turn. However, no country starts with any of those.

Development

There are four fields of technological development in the stats:
-Army: This field represents development related to your nation’s land forces. Higher tech levels translate into superior tactics and better equipment, and higher tech levels also unlock higher tiers of army units.
-Navy: This field represents development related to your nation’s sea forces. Higher tech levels translate into superior naval equipment and tactics, and the ability to construct more advanced varieties of naval vessels.
-Economy: This field represents development, technological or otherwise, in finance, trade, and/or industry, all of which help boost your nation’s economic output.
-Academia: This field is a catch-all for advances in the sciences and the humanities. This represents advances in natural or social science (including political thought), culture, and the arts, since all of them are related to the quality of education in your country. Increased development in education obviously means greater competiveness and prestige in culture and science. [OOC: If anyone can think of a better, less incredibly vague term for this, I’d be thankful]

All fields have a number following them, from 1 to infinity (the highest anyone starts with is 6). A good rule of thumb (which admittedly doesn’t really hold for backwards nations) is that level X in any field represents a level of development similar to that of OTL year 18X0. So fields will advance, on average, once every decade.

Since this is an era before direct government involvement in research, there’s no way to directly increase tech levels by throwing money at it; they increase when your nation has reached a certain level of progress. However, you can still affect the level of progress, by investing in scholarship and relative items. More advanced nations can also help out less advanced nations develop, particularly in Army and Navy development, via directly aiding military reforms or selling weaponry. In addition, consider that Army and Navy development will advance faster during wartime, whereas Economy and Academia development will advance faster during peacetime, for fairly obvious reasons.

For backwards nations, “westernization” (in Victoria 2 terms) is merely catching up to the more advanced nations. There are no shortage of ways this can be done, but it’s up to you to figure this out.

Military and Warfare

Army brigades are fairly simple; they’re divided into three categories: Infantry, Cavalry, and Artillery, whose roles should be fairly obvious. Their ability on the battlefield is intrinsically linked to army technology level.

Spoiler Army Units :

Infantry Brigade: 2 EP
Cavalry Brigade: 3 EP
Artillery Brigade: 5 EP
Conscript Brigade: 1 EP (Can only be raised during wartime)

Naval units are fairly straightforward. At the start of the NES, only the most advanced navies have access to anything beyond primitive steam powered vessels, but that has the potential to quickly change. Note that there is no need to build separate transports; if there is a need to transport land units, this is handled automatically and without a need to specifically assign naval units.
Spoiler Navy Units :

Sail-Powered Vessels:
-Frigate: 3 EP (For convenience, a “frigate” in non-European/pre-industrial contexts refers to any locally built warship that serves a similar purpose.)
-Ship of the Line: 5 EP
-Ironclad: 15 EP Requires Naval Development 6

Steam-Powered Vessels:
-Steamer: 8 EP Requires Naval Development 4
-Monitor: 10 EP Requires Naval Development 6

Army and navy units that are stationed overseas will be listed separately, in the spoiler under the respective category. Additionally, navies of countries with multiple major coasts (i.e. Russia) will be split, with the country’s primary coast listed under the primary navy.

Both army and navy units can be sold from one nation to another, on whatever terms the two nations agree to. Indeed, it was fairly common practice, especially in the second half of the 19th century, for less advanced nations to purchase ships in particular from more advanced nations.

When fighting wars, keep several things in mind. First, always ensure that you have a good public reason (or reasons) to go to war and that you have a public wargoal (or wargoals) that serve as good reason to fight. Behind the scenes, your motivations may be murkier, but your people will be more inclined to support your warmongering if you give a good reason for them to do so. Second, keep in mind that few battle plans survive contact with an enemy; situations can and will change. It is best to give general strategic orders, and let your specific commanders (who are, after all, in their positions for being competent at their jobs) handle things at a local level. Third, ensure that your military is well-fed and well-supplied for campaign; spending a few extra EPs on logistics is a well-advised move. If supply requirements are not met, your military may turn to living off the land, and this bodes well for few people.

A final note: keep in mind that for the most advanced countries, military development is slightly (about five years) ahead of OTL at the moment.

Colonies and Imperialism

This being the mid-to-late 19th century, many a European nation – and a few non-European ones as well – have desires to establish their presence overseas, and build colonial empires. Holding colonies is a surefire way to gain your country more respect and authority, as well as platforms for creating a globe-spanning empire and sphere of influence. Each colony in the stats is listed with its economic value (already added into income) and the major issue of the colony. Overseas possessions that are integrated into the motherland (such as New France at the start) are not considered colonies.

Nevertheless, there are many obstacles in the way of an aspirant colonial power. Colonies are very long-term investments, and maintaining colonies is expensive and can be a drain on your country’s financial and military resources. Regarding military, the native peoples of colonies are not always cooperative. Additionally, sending troops or people to unfriendly climates is not advised, thanks to the large number of pesky tropical diseases.

Projects

Projects are great expenditures that your government undertakes. They can be anything from objects that would be classified as Wonders in Civiliaztion to public works programs, fortification efforts, or large-scale reforms. Contact me if you have something in mind, and I can give you the price and results.

Housekeeping

I highly encourage stories and any other extracurricular contributions to this NES. In most cases I can work details from stories into the update.

Updates at this time will be about biweekly. Each update will cover the course of one year, so the first update will be 1850, the second 1851, and so on. The deadline will always be at the top of the front page.

Please send orders by PM, and in as few PMs as possible, since my inbox space is limited and fills up extremely quickly. If there’s about 24 hours to go until the deadline and you haven’t sent orders, then I’ll drop a VM on your profile to remind you. I’ve found in the past that this works extremely well, but if you find it annoying or something, then just inform me, and I won’t do it. I am a fairly relaxed mod when it comes to deadlines; I understand that everyone has time constraints and lives outside this forum, and I’ll still read orders sent up to about 24 hours after the deadline and in most cases give deadline extensions to players that ask for them.

Contacting the Mod

If you have any questions, please ask the mod. The easiest way to contact me is via PM. Additionally, my AIM (if people still use that around here) is southern_king (which can be accessed through my CFC profile page anyway) although my hours will tend to be a bit odd. I can also occasionally be found screwing around on #nes, although again, my hours will be a bit odd.

Miscellaneous

It should probably go without saying that I am not an expert or an authoritative source on this (or any) period of history, nor do I make any claim of being one. So if someone better versed in the Victorian era or NES modding in general than I sees me doing something wrong, please inform me (preferably privately), and I’ll consider what you have to say.

Gotland (1834-1851)
The fledgling Duchy of Gotland was a Danish protectorate, carved from the formerly Swedish island after the Danish victory over Sweden in the Fourth Silesian War. It was never intended to have much of a future, and after some political wrangling it was peacefully fully incorporated into Denmark in 1851.

Hanover (1796-1851)
The Kingdom of Hanover was formed when King George III abdicated the British throne in 1796, and moved to Hanover, where. The next half century saw Hanover gradually reduced in size, thanks to a number of wars with its neighbors, culminating in the Fourth Silesian War that saw it lose sea access and almost half its territory. The increasingly repressive and unpopular monarchy was toppled by a republican revolt in 1850, and the entire country was peacefully incorporated into the neighboring League of the Rhine shortly after.

Japan (660 BC-1851)
Long isolated from the outside world, Japan attempted to take baby steps to modernization by slightly opening to foreign, non-Dutch trade in 1850, and beginning reforms. This backfired when the Dutch invaded on weak pretenses in 1850, and all hopes of successful Japanese victory were dashed by the Koreans entering the conflict.

Kingdom of France in the house.

From: Kingdom of France
To: Louisiana

Her Majesty Queen Anne of the French desires peace and prosperity with all nations. Our existing detente and cooperation with Louisiana, which France has recognized as sovereign and independent, is at the base of our intentions for a fruitful friendship and alliance with that nation. We look forward to many years of cooperation and friendship between the French people and their brothers in the New World. In order to enumerate and enshrine the specifics of this commonly-held goodwill and mutual respect, ministers of Her Majesty's foreign service will contact the Louisianan government to formalize this alliance.

Spain is here!

Question: can I change the type of Republic? I could have the means to reduce tensions in Cuba and Puerto Rico. Don't know, some sort of wide reforms, making a new constitution, etcetera...

Also, SouthernKing, if I may be needlessly picky - my name is cpm4001, not cpf4001 as listed in the stats.

EDIT: Also, I'm going to assume that it's fine if our leaders in this have slightly different personalities than they did in OTL; figuring Tu Duc might not be completely averse to all western influences here in the absence of extreme French pressure

Hey,

Danube & Serbia both have King Alexander II (Conservative) as leader.

The Danube would be Grigore Alexandru Ghica (1803 or 1807 – August 24, 1857)

Thanks,

Blaze Injun

Gah! I'm really sorry about that, and it's been fixed.

That's a fair assumption. Tu Duc may or may not even be the same person as the historical figure (in fact, the vast majority of leaders at present aren't historical) because there's been 90 years of historical change.

It's possible, but do consider that the vast majority of the Spanish populace is pleased with the status quo and making unjustified changes would be unpopular.

edit:

I actually envisioned the two Alexander IIs as different people, but I can change the Danubian king.
