Article Three: If either nation enters into a conflict with a nation not included in this pact, the other nation shall remain neutral in the conflict or side with the other nation of this pact.

Article Four: This pact shall remain valid for five years. If neither nation denounces the pact within one year before the expiration date, it will automatically be assumed that the pact shall remain valid for another five years.

The illegal overthrow of the rightful king of Hanover is of grave concern to the people of Russia and to her imperial majesty, Tsarina Alexandra. At the same time, we cannot ignore that the republican overthrow did not occur in a vacuum, that King George V and his court were no doubt ignoring legitimate popular grievances.

I, Minister Obruchev, offer you a diplomatic solution whereby the King of Hanover would be reinstated to this throne under a new constitutional monarchy with an elected parliament that would work in conjunction with the monarchy to ensure that the will of the people was not ignored. Alternatively, if all parties are willing, you might consider placing the current heir on the throne such that the king's line continues but that King George V, who you obviously detest, not return to kingship.

Based partially on the Russian Duma and our own parliament, the Obruchev Agreement, as members of my ministry are fond of calling it, would serve as a model for reconciliation and compromise, of the path of peace in the face of violence.

Should you both wish for Russia to assist you in implementing this compromise solution that would see kingly legitimacy and grace matched with republican representation and populism, I would be personally very willing to assist your nation in drawing up a new constitution.

Russia has repeatedly stated that it is committed to peace in Europe. When asked which ‘side of the conflict’ it would fall upon (by both major European camps), we have repeated answered that we would side with that of peace and do what we can to maintain the current status quo. Traditionally we have been allies with Austria-Hungary, Denmark, and Prussia, and enemies of Saxony-Bavaria and France but the new balance of power means that such ancient alliances simply no longer exist. Russia must forge a new path and this path must be dedicated to the pursuit of peace in Europe and to the maintenance of legitimacy and order throughout the continent.

When we hear your nations speaking of interfering in Hanover, implicit militarily, the Russian court cringes. Let us make this as clear as we possibly can. Russia will not support the military adventurism of any European nation interfering in the internal affairs of another European nation. If you do not approve of the Hannover annexation, it is not proper, or acceptable, for you to show your displeasure with threats. That would be like us stating, “If you go to war with Hanover, we will join with the kingdoms of Denmark, Austria-Hungary, and France, in countering your belligerence and interference.” Surely this example, purely hypothetical we assure you, makes clear how unwelcome such outside interference can be in the internal affairs of a rightful European nation.

Please, desist your threats.

We are getting distracted from the original issue which is the illegal disposition of the Hanoverian Monarchy. We also notice that Russia likes to discuss the balance of power and how important it is, all while disregarding the effect that the annexation of Hanover by the League of the Rhine would have on the balance of power. We would sincerely appreciate some consistency. That being said, we would like for all concerned parties to address these issues separately.

Furthermore, Saxony-Bavaria supports the Russian proposal of restoring the Hanoverian monarchy in a limited capacity under a constitutional system, and furthermore is not opposed to placing the current heir to Hanover on the throne instead of the current rightful monarch.

Finally, we condemn the opportunistic approach taken by the League of the Rhine and once again point out that it is illegal and intolerable for them to annex Hanover through permission granted by an illegitimate government. And as Hanover is not annexed yet, it is NOT an internal affair. Claiming it as such is ridiculous. It is our business because it effects us.

We will tread very carefully in these matters and would advise our allies to do the same, lest they destroy the good and justice that is peace and prosperity in Europe with the rashness of their actions and bellicosity of their words.

The balance of power will be maintained in spite of your best efforts. Europe will not stand for a German Custom Union power play on this matter. Austria-Hungary stands beside the Rhine League and the monarchy of Hanover, both, on the matter of restoration. Further pushing the issue brings no swift victory and much misery to the German cause. It is better for the people. It is better for order. While it is true that you are still a kingdom, and that we are a republic, these differences are superficial when compared to the most important things, on which both of us are too similar.

We hope that you are amenable to accepting a treaty by which we can eliminate any problems we might have, now and in the future, as well as help each other against nations that desire to impose their will on us.
